In view of the numerous complaints on Automated Teller Machine (ATM) transactions brought to the attention of the Bangko Sentral ng Pilipinas (BSP), the public is advised of the following:
1. To help the public make an informed judgment or enlightened decision regarding their choice of banks for their ATM transactions, the BSP encourages the public to refer to the list of “Comparative ATM Charges of Banks to Cardholders of Other Banks” by visiting the BSP website at:
2. To ensure security in the ATM and debit card transactions of financial consumers and equip them with adequate safety measures, the following roles and responsibilities which, at a minimum, would guide them may be found under BSP Circular No. 542 dated 01 September 2006:
a. Use ATMs that are familiar or that are in well-lit locations where one feels comfortable. If the machine is poorly lit or is in a hidden area, use another ATM.
b. Have card ready before approaching the ATM. Avoid having to go through the wallet or purse to find the card.
c. Do not use ATMs that appear to have been tampered with or otherwise altered. Report such condition to the bank.
d. Memorize ATM personal identification number (PIN) and never disclose it to anyone. Do not keep those numbers or passwords in the wallet or purse. Never write them on the cards themselves. Avoid using easily available personal information like a birthday, nickname, mother’s maiden name or consecutive numbers.
e. Be mindful of “shoulder surfers” when using ATMs. Stand close to the ATM and shield the keypad with hand when keying in the PIN and transaction amount.
f. If the ATM is not working correctly, cancel the transaction and use a different ATM. If possible, report the problem to the bank.
g. Carefully secure card and cash in the wallet, handbag, or pocket before leaving the ATM.
h. Do not leave the receipt behind. Compare ATM receipts to monthly statement. It is the best way to guard against fraud and it makes record-keeping easier.
i. Do not let other people use your card. If card is lost or stolen, report the incident immediately to the bank.
3. Depositors are likewise encouraged to report immediately to the bank concerned any erroneous entries in their deposit accounts for prompt correction and/or report any delayed bank action to:
