Keeping the Public Trust

Occasion: 103rd Civil Service Anniversary Message delivered during the BSP Flag Raising Ceremony

Magandang umaga sa inyong lahat. As we mark the 103rd anniversary of Philippine Civil Service, let us take time to pause and reflect on the essence of being a civil servant. We have been told again and again that a public office is a public trust. It is such a truism that it is enshrined in our law. At BSP, we know what trust is all about.  It is about integrity, excellence, and patriotism — the values we at BSP live up to.

At a time when political distractions abound, BSP remains focused on its mandate to maintain price and banking stability. And we have good results to show for it: benign inflation and record low interest rates. We have also made a quantum leap in terms of promoting good governance. Specifically, BSP is at the vanguard of ensuring transparency such that even highlights of the Monetary Board meeting on policy rates are regularly released to the public. Thus, BSP almost always receives the honor of being rated as the top-performing government agency.

This is a continuing validation that we are not just doing our job…but that we are doing it quite well. For indeed, it is not enough that we accomplish our objectives; it is equally important that we do so with professionalism, excellence, and integrity. And we have…and we continue to do so.  Kaya palakpakan po natin ang ating sarili.

And reflective of the way we adhere to the values we hold dear...honesty and integrity have names and faces here at BSP.

Let me identify some of them.

We have Mr. Argie Bacalso, Security Officer II at our Cebu Regional Office, who recovered a snatched cell phone and cash and caused the arrest of the snatcher.

We have Mr.Samuel Montilla, Mr. Randy Pinuela, and Mr. Vicente Reya, all Security Officers posted in Cebu, who promptly contained a vehicular fire incident and avoided further damage.

We have Ms. Aurora Acazar, Administrative Services Officer III from the Internal Audit Office, who unselfishly contributed to help improve the facilities of one elementary school in Antique.

We have Mr. Simon Aganan, Audio-Visual Aids Technician IV from the Corporate Affairs Office, Mr. Beltran Abucayan, Security Officer from the Security, Investigation, and Transport Department, and Mr. Restituto Espiritu from the Office of the Monetary Board, who all returned “lost and found” cash to their owners.

Palakpakan po natin silang lahat.

By helping others, employees of BSP exemplify the overarching objective of BSP to provide a better life for Filipinos. Indeed, for as long as one out of three Filipinos remains poor, we cannot be complacent. And so, let us continue to work together to alleviate poverty in our country.

I end my message by urging all of you to stand tall as BSP employees; stand tall as civil servants.  Mabuhay po tayong lahat!
