All thrift banks concerned as listed in Annex A shall submit via electronic mail to the SUPERVISORY REPORTS AND STUDIES OFFICE (SRSO) the following reports effective as of cut-off periods indicated:

The following guidelines shall be observed in the submission of subject reports:
1. The reports to be transmitted electronically shall be similar in all aspects as when banks were reporting in diskette form, i.e.:

2. Each bank shall be allowed a parallel run wherein banks concerned during the testing period shall submit the report both in the new reporting scheme, i.e. via electronic mail and in diskette form under the following schedule:

After evaluation of the parallel runs, the banks shall be advised: (a) to rectify errors uncovered, if any; and/or (b) to implement the new reporting scheme and discontinue the diskette reporting requirement.
3. Only reports which adhere strictly with the prescribed format, will be acknowledged by BSP-SRSO. Reports with noted exception/error/s shall be automatically rejected by the system. An error list will be generated by the system as a guide for the bank in rectifying the error/s. The control prooflist on the contents of the data sent via electronic mail shall be faxed to the Supervisory Reports and Studies Office (SRSO) immediately after the bank has received the acknowledgment receipt from BSP. The control prooflist of the weekly reports (CDRC, CTF and TOFA) shall bear the certification and signature of the authorized bank officer. The hard copy of Forms 30A and 30B shall serve as the control prooflist for CTF and TOFA, respectively.
4. A separate copy of the control prooflist together with the cover page of the weekly reports shall also be submitted to the Department of Thrift Banks and Non-Bank Financial Institutions (DTBNBFI). For the monthly report (CSOC) and quarterly report (CSIE), the original notarized affidavit/cover page of each report shall likewise be submitted by each bank directly to the DTBNBFI, together with a hardcopy of the covering control prooflist.
5. Delayed reports and amendments thereof shall be considered late reporting and subject to the penalties for Category A-2 (CDRC, CTF, TOFA & CSOC) and A-3 (CSIE) reports. The imposition of these penalties shall start for week ending December 16, 1999 for the weekly Consolidated Daily Report of Condition, Common Trust Fund & Trust & Other Fiduciary Accounts; month ended February, 2000 for the Consolidated Statement of Condition; and semester ended June 30, 2000 for the Consolidated Statement of Income and Expenses, and shall be without prejudice to imposition of other sanctions as may be applicable.
Thrift Banks which are not yet linked to the BSP shall continue with the current diskette reporting scheme but are strongly encouraged to link up with the BSP. They shall communicate directly with SRSO and the Information Technology Department (ITD) for the adoption of the electronic mail reporting scheme.
